		controversial ruling by the 9th Circuit Court of Appeals in 1996 in the 
		case of Twin Books v. Walt Disney Co.  This decision has basically been 
		ignored by the U.S. Copyright Office and has put these publications in a 
		gray area of the public domain.  Just exactly which foreign texts this 
		ruling specifically pertains to and whether it even applies to foreign 
		publications printed in the English language is still being argued.  At 
		this time the ruling only applies to the 9th Judicial Circuit (Alaska,
